上海收紧云计算企业认定标准：存浑水摸鱼情况

　　云计算“挂羊头”或再难“卖狗肉”。

　　上海市经济与信息化委员会有关人士近日对记者表示，为规范上海云计算产业的发展，上海正“紧锣密鼓地制 定云计算的标准”――其中对云计算企业的认定标准已经出台。

　　“我们对云计算企业的认定标准很窄。”上海一位参与本次云计算标准认定的官员向记者透露，这意味着一批 戴着云计算帽子而其实和云计算不搭边的企业将在新标准出台后被排除在外。

　　此前由于云计算认定标准过于模糊，许多似是而非的云计算企业争相戴上云计算的帽子以争取扶 持。

　　一些云计算运营中心缺乏商业模式，有的连电费都赚不回来

　　在产业升级的号角下，云计算近年来成为不少地方政府的宠儿。以上海为例，2010年8月17日，上海发 布了扶持云计算产业发展的“云海计划”，提出3年内培育10家在国内年经营收入超过亿元的云计算企业，推动 百家软件和信息服务业企业向云计算服务转型，带动信息服务业新增经营收入千亿元。

　　为配套这一计划，上海拿出了不小的力度对云计算企业进行扶持，无论是市级财政还是各级区级财政，都拿出 一定数额的资金，配套扶持云计算企业。

　　“云计算标准的不统一对这一工作的实际推进影响很大。”上海软件促进中心合作拓展部部长徐宜领表示，政 府首先需要搞清楚“什么是云计算企业”，但实际工作中这个很难说清楚。

　　目前，国内相关云计算的定义不下于二十种，例如，微博、社交网络等互联网服务能不能被纳入“云计算”范 畴，不同领域的专家尚未达成一致的看法。

　　近年来，云计算在亚马逊、谷歌、IBM等国际知名企业的热炒之下，已经被认定为新一轮的IT热潮，甚至 有专家将云计算定义为继大型机、PC机、互联网之后的第四次IT产业革命。但是在国内，云计算已经被演绎为 部分地方政府新一轮的政绩工具,最快六合彩开奖结果，国内不少地方都提出规模宏大的云计算规划。

　　据业内人士介绍，目前国内一些所谓的云计算运营中心缺乏商业模式，有的连电费都赚不回来，而另一些所谓 的云计算项目圈了大片的土地，演变成变相的房地产项目。而一些大的跨国厂商，则到处鼓吹云计算带来的好处， 借机兜售自己昂贵的硬件产品。

　　国内目前已经建设的云计算中心多由政府主导，往往是新划地盖楼或者是买成堆的硬件。

　　另外，一些和云计算关联不大的企业，则往往争相戴上云计算的帽子，换取政府的扶持，或者在外把自己包装 成云计算公司，一些本来和云计算关联不大的企业变成一些地方招商引资的“香饽饽”。

　　上海收紧认定标准

　　新标准出台后，大部分Web2.0企业将不再被看作是云计算企业

　　目前国内云计算领域的混乱情况和业内对云计算认定标准不统一有着直接联系――一些地方政府为了追求政绩 ，往往把一些不算云计算的企业纳入到云计算的产值中。

　　本报记者了解到，为解决目前云计算领域层出不穷的“挂羊头卖狗肉”现象，上海正率先推行云计算标准的重 新认定工作，上海经济信息化委员会近期已经明确了云计算企业认定的几大标准。

　　记者在上海杨浦区已经下发的一份《云计算企业认定申请表》中看到，想申报云计算企业时需要填写十分详细 的说明材料――例如必须填写企业所研发或采用的云计算关键技术。

　　一位参与本次标准认定的官员向记者举例而言，在新的标准出台后，大部分Web2.0企业将不再被看作是 云计算的企业，因为许多web2.0企业不符合云计算要求的按需自付费、数据私密性要求，而且用户对本身平 台而言的增量价值不明显。此外，许多和云计算沾点边但是自己又不是云计算核心环节的企业，也将不被认定为云 计算企业。

　　该标准将以行业标准的方式发布，先行试点后，再转成地方标准，具体方式是现在上海云计算企业最为集中的 杨浦区先行试点，然后再向全市推开。

　　上述官员表示，这项认定并不是市场准入认定，而是市场资格认定，意在表达政府对规范云计算 发展的决心。

　　在上海云计算企业认定标准出台之后，上海在云计算领域的其它标准也正在紧锣密鼓的制定中。

　　徐宜领告诉记者，目前上海正在盛大、世纪互联、上海电信、华东电脑等几家大型企业的牵头下，制定一些本 地的云计算标准，例如虚拟机之间的互相迁移。

　　上海兆民云计算科技有限公司副总裁雷州向记者举例谈到，云计算缺乏统一的标准给企业带来很多不便，“这 就好像几个人坐在一起打麻将，有的人要打四川麻将，有的人要打上海麻将，由于标准不统一，大家总是玩不到一 起去”。该公司加入了上海的云海联盟，目前正在参与国家和上海云计算标准的制定。

　　由于标准不统一，现在进入“公有云”服务还存在许多不确定性，因此他们这样的企业将更多地将目光放在“ 私有云”上，目前该公司正帮助一些矿山开发基于物联网的私有云。“作为企业来说，我们等不起，就算云计算标 准没出台，我们也要先做生意。”雷州表示。
