Microsoft founder Bill Gates mentioned these days that state governments needed to adopt "clear and honest" accounting of their budgets,

Speaking at the yearly TED convention in Prolonged Beach, California, Mr. Gates mentioned that state budgets ought to comply with more-transparent accounting principles. The Wall Street Journal reports:
